With RSTP when learning new changes in the topology it does not follow the original STP time of 50 seconds (20 max age, 15 listening, 15 learning). The convergence time in RSTP is almost instant because of the detailed information that non root bridge switches provide in the BPDUs about its own connected nodes.

In RSTP, if a root port receives a inferior BPDU(due to some upstream bridge fails), the bridge firstly checks if it has an alternate port to be new root port, if not, the bridge will begin proposal/agreement with its designated bridge and its downstream bridge …

Hey Raymondo, what you are saying is definitely the case, and possibly I was overthinking his question...I assumed he (as someone posting in the CCNP group) was aware of why the cost changed from the original 802.1D to 802.1D-1998, as per this chart, thus, able to extrapolate the reasoning to the new 32 bit method...I thought he was asking why THOSE numbers.
