Had a chat with the blokes that inspected and said in general this isn't bad for a 30 year old car, surface rusting is manageable and it does seem to be around the edges, like the quater panel.

He bought a “minimal rust” R32 from a semi reputable seller in Japan only to find that the underbody has massive rust in a lot of areas. He does a ton of welding and fabrication with sheet metal. I think you need to strip the interior and carpet and get a real view of what is rusted.

2020年12月11日 · If you can see rust on the plate, the layers under it are probably rusted through. As someone else pointed out, you can get a rough idea by looking at it from the wheel well. Still, the earlier that gets fixed, the better. To fix it, you'd have to drill out the spotwelds, take out the cover plate and grind out + repair the rusted structure below.
