2017年9月23日 · Ryzen 1700X Gamerstorm captain 240EX white I think I figured out the issue. some background processes were using a lot of power. It would show 2 % utilization but it was 40% utilization for one of the 16 threads. Temps have dropped from 45C to 35C after ending some background processes (not windows related).

Then i came across an article saying that the 1700X and 1800X had a temperature offset of +20 degrees in order to fool motherboards into more aggressive fan curves.
