The South African Class 19B, numbered in the range from 1401 to 1414, was a later model of the original Class 19 which had been designed in 1928 under the supervision of Colonel F.R. Collins DSO, Chief Mechanical Engineer (CME) of the SAR from 1922 to 1929.

In 1928, the South African Railways placed four Class 19 steam locomotives with a 4-8-2 Mountain type wheel arrangement in service. They were the forerunners of a family of light-rail branch line engines which would remain in service until the very end of the steam era.

The Class 19D was the most numerous South African branch line locomotive and, at 235 built for the SAR, was only twenty less in number than the Class 15F mainline locomotive, the most numerous South African steam class.

With such large numbers, the class was widespread throughout the SAR with the exception of the Western Cape, which used class 19C for such duties.
