No its not. first, them being less experienced wouldnt make the form weaker, but whats more important is Kefla is a fusion of the normal super saiyan Caulifla, and Kale, whose form is NOT the normal SSj. Kefla's SSj is not just the normal SSj.

When they showed Ssj oozaru I thought it was awesome, then Goku started shrinking and then they showed that Ssj4 design. It was so damn rad. Base Ikari Broli was already relative to Blue Goku, SSJ is a 50× boost. Goku & Vegeta both getting 20× boosts wouldn't do anything especially when Broli's power was rising even on top of that.

Just like how SSJ4 was meant to be a different type of SSJ transformation to begin with in the first place. Blue is the more powerful form, I'll get that out of the way right off the bat.

Granolah knocked the Blue out of him with just one hit. Goku recovered, transformed again, they kept fighting, Granolah shrugged off two of his blows saying he wasn’t nearly strong enough, then knocks him out again with a single kick.
