I think Vegeta's dark blue SSB form is intended to be either SSB2 or Super Saiyan Blue Grade 2, and Vegeta was the first to use Super Saiyan Grade 2, so it would make sense for him to be the one to discover it's SSB counterpart. However, given the direction they're going with UI I somewhat doubt that Goku will ever use it much, if at all.

2022年9月15日 · It seems more similar to Super Vegeta, aka SSJ grade 2 just from how similar Evolution looks to that, and the lack of the normal SSJ2 stuff like even spikier hair or lightning. It's probably very likely we'll get Blue 2 somewhere down the line, because I don't recall a reason why it would be impossible, and that's just ripe for use.

That's why they use the form. There is no plot hole with Goku getting a stronger form using the power of Super Saiyan God.
