The use of containement class wasn't standard in series 1, some used Keter when something was dangerous even if it could be contained properly and others used Euclid when the anomaly wasn't trying to actively breach containment even if the foundation was incapable of doing anything against it in such case. That's why SCP-073 is Euclid and SCP-939 is Keter.
