UN对于SDG 11.4提出“进一步努力保护和捍卫世界文化和自然遗产”，并给出“人均支出总额（公共和私人）”来衡量投入大小的指标。 但是，由于世界遗产存在于不同国家和地区，在不同文化背景和不同的发展水平下，对于如何评价“进一步努力保护和捍卫世界文化和自然遗产”成为难点。 实际上，一国的人均支出总额的大小，至少与下列因素有关：① 该国的所有文化和自然遗产的数量及其面积总量；② 该国对于每个文化和自然遗产的投入的经费量；③ 该国的人口数量。
