People will dodge your ult pretty frequently unless another teammate has already cc's them. Your ult is not only the bump, it's a huge repositionning tool! When they hear the war machine coming, they don't know if it's for their lane or not, so all actions in the map are going less aggro, making your teammates cd coming back.

Sion's ult punishes you with massively decreased dmg/stun for using it at close range but has a global warning attached to it to punish you for using it at long range. Now that actually is absurd. Name two other ults with anything remotely resembling that.
