SOE: CCOF Certified Client Support Strengthening Organic Enforcement (SOE) is the most significant change to the national organic regulations since the creation of the USDA National Organic Program. The rule is intended to safeguard confidence in organic products and minimize fraud throughout the organic supply chain.

SOE requires many operations that were previously exempt from certification to now get certified. This includes importers and exporters. For all organic shipments to the United States, SOE requires both the U.S importer and the foreign exporter to be certified. Certification is required regardless of the product packaging.
