An upskirt is not necessarily what we're looking for, either. The outfit blatantly needs to easily accessible. A normal skirt with nothing worn underneath, for example, does not belong unless it is extremely high quality with great sexual appeal. Content that isn't the "no panties dress" will be judged more harshly for sexual appeal and quality.

Tight dresses are defined as being form fitting from above the breasts to below the buttocks. Tight skirts are tight from the waist to below the buttocks. If the picture only shows the top of a dress so that it could be any top, that does not count.

They're usually cut rather low in front, a high skirt, and very fitted (thus the name, showing the contours of your body). All that being said, "fitted" can certainly be modest. A dress similar to a body con dress could definitely be fitted, not tight.
