Mostly it stems from Turles's concept being an evil version of Goku, but it's also tried to be reasoned with both being low-level warriors, and low-level warriors have set looks to identify as low-levels, Turles's and Goku's look being one of them. People also think that they're related somehow, but this is never covered.

Turles represents what Goku could have become if he was never sent to Earth, hit his head or met his friends. Making him physically resemble Goku was to further that, but it's a bit too on-the-nose. Reply reply

The three were close to one another and would often help each other out whenever needed. Turles and Raditz especially so. Perhaps it was because, well, Turles looked almost eerily like his father and little brother.
