United Liberty Paper Merchants, or U.L. Paper or simply U.L.P., is a front company for the International Affairs Agency in Grand Theft Auto IV and mentioned in Grand Theft Auto Online. Niko Bellic works with them through an anonymous representative.

The United Liberty Paper contact (real name Bernard), mostly referred to as Agent ULP, is a main character in Grand Theft Auto IV, a minor character in Grand Theft Auto V and a main character in Grand Theft Auto Online. He was originally voiced by the late Milton James in GTA IV and GTA V, and later Jeff Steitzer in GTA Online.
