I had the same issue with 2 Galaxy Mini. No matter what I tried, the USB notification did not appear when connecting the USB cable to 3 different ports in 2 PCs. May 10, 2016 · Try "Revoke USB debugging authorisations" in Android after changing developing computer. I had the same problem when I upgraded my development computer. I guess Android allows USB debugging from 1 computer at a time. If another computer already has debug privileges then the Android does not popup the permission dialog for the new computer.
