The contract to build Seawolf was awarded to the Electric Boat Division of General Dynamics on 9 January 1989 and her keel was laid down on 25 October 1989.

The first of a revolutionary of a new class of fast attack submarines, the Seawolf, was christened June 24, 1995, at the Electric Boat Division of General Dynamics Corporation in Groton, Conn. SSN 21 was commissioned during a ceremony on July 19, 1997, at Electric Boat Shipyard, with Cmdr. David M. McCall in command.

From 1923 into 1930, S-21 operated off the northeastern coast of the United States. From January into April 1924, she visited the Panama Canal, St. Thomas and Trinidad. Departing from New London on 25 November, she visited Hawaii, from 27 April to 25 May 1925, before returning to New London in July.

The Gato-class submarine USS Runner was laid down on 8 December 1941 at Portsmouth Navy Yard, Kittery, Maine; launched on 30 May 1942; commissioned the USS Runner (SS-275) on 30 July 1942; and believed to have been sunk on its third patrol by a mine in June or July 1943, between Japan and Midway Island, with all hands lost.
