Even if you buy it from Steam or Epic, it still requires you to be logged into your Ubisoft account on Ubi Connect to play. As the article you linked states, PC games can be transferred "between Ubisoft accounts", meaning from one Ubi account to another.

2023年6月23日 · Here is all of the troubleshooting I've tried and had no success with: invite/join from the Ubisoft connect app, delete/reinstall the game and Ubisoft connect, switch Wi-Fi, restart pc/game, verify game files, tried to switch squad privacy (invite only is the only option), shift + f2, invite through steam, and I tried using a different account.

Yesterday I uninstalled the game and reinstalled it and it worked but now its not working. I tried to talk to someone from Ubisoft but its been 7 hours and they haven't responded. Logging in successfully via web browser, removing all "trusted devices" from my account. Despite my efforts non of those measures fixed my issues. The only way I can successfully get the Ubisoft Connect online is if I use a VPN.

2020年12月18日 · This time luckily all I had to do to fix it was ctrl,alt,delete into task manager then go to the "Startup" tab and disable Ubisoft connect. That stops it from launching right when I start my computer. I turned off my PC, then back on, and launched the Ubisoft connect app by clicking the icon in my start menu. Works fine now.
