Usopp was useful when it came to distributing the dangos. But he wasn’t even the only one distributing them so it’s not like he was singularly crucial to that effort. That was clearly portrayed as Tama’s big moment, not Usopp’s. Nobody but Usopp could have saved Robin at that moment and that’s why it’s such a good scene.

My point is that Robin had a role in Dressrosa and even if it was a backseat one, it was bigger than what Usopp had in all 150 chapters of Wano.
