It was made for the Voere VEC91 rifle, which fires electronically with the help of batteries located under the checkered hardwood pistol grip. From my understanding, there is no separate case, the case IS the propellant. So yes, it is caseless. A combustible case would be like 120mm ammo for the M1 Abrams tank.
