Each of the ISO 1/3-octave frequencies can be identified by training the ear to recognize the unique vowel sound associated with each octave band!

To make the EAR vowel, the tongue is high and wide in the mouth. The tongue tip is down, behind the bottom front teeth. The jaw is open just a little bit, and the lips spread. Then as you progress to the R sound, the tongue pulls back and the sides of the tongue push against the inside of the upper back teeth or along the upper gum line.

Logic of English teaches the phonogram ear says /er/ as its own phonogram because words, like learn and search, are not decodable without it. However, other words use the ea + r phonogram. The phonogram r is a consonant and says /r/ as in run. /R/ is a liquid sound and often distorts vowel sounds around it.

When I search materials from the linguistics world I have seen one description where /ɚ/ is called a syllabic consonant and the other sets are vowel+consonant (Ladefoged?).

Vowels are speech which are made on the most open stricture of approximation: there is a wide gap between the highest point of the tongue and the roof of the mouth. As a result, the configuration of the mouth is such that it is ideal to resonate, there is no audible friction.
