It's not a bad game in itself, but it's a poor sequel to the first two Watch Dogs games. Definitely not worth paying 60$ for, but if you get it on sale and are intrigued by the 'play as anyone' mechanic, it'll be a decent experience.

Even if Blume and ctOS are not presented as the antagonist at the beginning of the game, I'm sure as the story progresses it'll be revealed that Blume has bought out whatever organization the protagonist works for, and the hackers she has been compromising are actually the "good guys" opposing Blume.
