I think it's a shorthand for the extended "waaaaaaa" sound that appears in the Outskirts threat music, which people say sounds like a slugcat cowering in fear. The Rivulet is a Slugcat added in Downpour. They are unlocked by completing the game as the Hunter, Artificer or the Gourmand. Cycles for the Rivulet are much shorter, and shelter failures have a higher chance of happening. Looks to the Moon has more Neurons, implying that the Monk brought some to her.
