The emote was taken from a screenshot of a guy called Gootecks (sp?) playing, of all things, Pogs, the weird novelty fad from the 90s. It’s an emote that was generally spammed in twitch chat whenever something cool or hype happened on a stream, so came to be shorthand for “that was hype” or “that was cool”.

extra edit: Can we call this Pog's Law? tl;dr comments section: Apparently in its most recent usage (i.e., not Play Of the Game) it's a verbal way to express a specific emote (an emote is the Twitch equivalent of emoji/emoticons) called "PogChamp," shortened back to "Pog.".
