As of 6.0 at least (and probably earlier) anyone can train apprentice riding here for less than 3g (I'm only friendly with Iron Forge - so possibly cheaper if you have a higher rep). Also, if you're flying here from IF, it's faster to take the TP to Gol'Bolar Quarry and then ride north-west to Amberstill Ranch.
