Whittier is located in Los Angeles County, about 12 miles southeast of the City of Los Angeles. A five Member City Council under the Council-Manager form of government directs the City. Whittier is a charter law city and was incorporated in 1898.

The City of Whittier has a diverse and colorful history beginning with the Gabrielino Indians who first inhabited the area during the City’s pre-history. Later, Spanish California (1769-1821) would influence the region with the establishment of both missions and large ranchos.

As of January 1, 2023, the City of Whittier adopted the new 2022 California Building Standards Code. These new codes are used by our plans examiners and building inspection staff to evaluate minimum standards proposed for and used in construction projects throughout the City.

The City of Whittier requires all businesses operating in the City to pay an annual business license tax. Any person who conducts any business, trade, profession, calling or occupation in the City is required to obtain a license whether or not the physical business address is in or outside the City.

The City Council serves as the City’s primary policy-making and legislative body of the City. The Council also serves as the Whittier Redevelopment Successor Agency and the Whittier Public Financing Authority Board, Whittier Utility Authority and the Whittier Housing Authority.
