Another possibility is that most schnees unlokced it throughout their history but werent very powerful most of the time. You see that even when Weiss had her op semblance.

Willow specifically says (in the comics) in the comics that she was like Weiss when she was younger, that Weiss reminds her of who she used to be. And Weiss does seem to agree that this was the case. Considering what we know of old Nic it makes sense that he’d raise a strong, fairly independent, but kind woman.

2020年7月23日 · Winter Schnee is about 5-7 years older than Weiss. I'm guessing that when she was growing up and before her brother Whiteley was born her family was relatively happy. When Weiss was born the two sisters bonded over the fact that they have the same semblance as their mother and the rest of the Schnee women.
