Section 2.2 of the xcolor manual lists the various available colour models. One of them is called HTML and it says: HTML This is a model derived from rgb in order to enable input of color parameters from web pages or CSS files. Therefore, it is not really a color model of its own right, but rather a user interface for convenience.

The package eso-pic loads xcolor (without any option); in turn it's nips12submit_e that loads eso-pic, so you have to say \usepackage[table]{xcolor} before \usepackage{nips12submit_e}. Note that loading of a4wide is deprecated (and also dubious, as the nips package sets the page geometry), while subfigure is obsolete. –

With this manager you can install xcolor simply using: tlmgr install xcolor Which will update the database as well. Note that you can update all installed packages using: tlmgr update --self --all I personally would simply install the full TeX Live (if you have the HD space of ~2.5GB) using: tlmgr install scheme-full

Another option is to pass the table option to the class and not to the xcolor package. Then the packages can be loaded in any order: \documentclass[table]{article} \usepackage{xcolor} \usepackage{tikz} or \documentclass[table]{article} \usepackage{tikz} \usepackage{xcolor}
