The YCS are producing a ‘Transitions of young people from youth to adult custody’ Policy Framework’. The framework will set out the key principles for safe and successful early pre-transitions planning, transitions preparation and engagement with the receiving prison and active support during and post-transition.

The youth secure estate (YSE) is constituted by three types of secure accommodation: under‐18 young offender institutions (YOIs), secure training centres (STCs), and secure children’s homes (SCHs). The Ministry of Justice (MoJ) has responsibility and accountability for commissioning youth custody services.
