Research and development of the Umkhonto began in 1993, after the failure to introduce into service and market the ZA-HVM short-range surface-to-air missile (together with the ZA-35 anti-aircraft gun), which in turn was designed to replace the obsolete ‘Cactus’ missile system which had been in service since 1971.
