Matsuhisa Koga (虎牙 松久, Koga Matsuhisa) is an antagonist featured in Judgment and Lost Judgment. He is one of the four leaders of the Keihin Gang, leading its largest and most powerful faction comprised of white collar criminals with excellent combat training.

The largest and most powerful of the four factions is led by Matsuhisa Koga and it is made up of combat trained white collar criminals. In 2018, Takayuki Yagami runs afoul of the Keihin Gang when he defends his friend, restauranteur Kim Won-soon, from Kenta Kasai's thugs.
