As someone that got into the steam tunnels at my school (Lamar University) back in the day, it was a lot of luck and a lot of investigation. There's tons of entrances to these tunnels. They go everywhere and administration wants to be able to have easy access to them and sometimes they need to get big items or heavy equipment down there.

Those particular tunnels also allow access to the City Hall parking garage. Worked security for SiLabs for nearly 10 yrs, and walked those tunnels many, many times. There were "tunnels" (think of unstable cramped, dirt-caved passages) in the 18th century during the revolutionary war (some may have lasted leading up to the Civil War) from the bayfront to the areas around present-day North Hill, but they are long gone and filled. Fort Pickens has lots of 200 year old brick tunnels.
