2B is an all-purpose battle android, deployed as a member of the automated YoRHa infantry. She is equipped with a multitude of weapons for close quarters combat and can attack from range using the Pod support system. 2B was created an unspecified amount of time before the events of the game as part of the new line of YoRHa androids.

Here's my guess: the Tower made a couple dozen 2B's and the pods salvaged a single body from pieces of that dozen. ;) Hey, if Jackass can get a complete explanation of everything that happened behind the scenes, why couldn't the pods do this much easier task?
