That's what I'm confused by. It seems like OP thinks that Sasuke has the Rinne-Sharingan, when all Sasuke has is a personally unique Rinnegan (Per Kishimoto too. He stated that he wanted Sasuke's to look special, but I think it caused slight confusion). Theoretically, if Sasuke had the Rinne-Sharingan, he'd be the strongest overall.
