In the 1980’s the rate of increase of the minority population of the United States was nearly two times faster than that of the 1970’s. A rate of increase cannot be "faster". Also, as some have noted; 0.5 times faster than n is not the same 0.5 times as fast as n. But this has no bearing on the grammatical correctness.

May 21, 2014 · Replacing "two times" with "twice" is natural and recommended; replacing "three times" with "thrice" is weird and archaic. There's no logical reason why that should be so — that's just how English is used these days. "It only happened the last twice" sounds wrong because last is an adjective, and it needs to modify a noun (times).

I don't believe "X times more" is ambiguous. While "10% more" means 1.1x the original, making "300% more" logically mean 4x the original, this doesn't happen with "X times more." You would never say "a tenth times more" or "half times more" or even "one time(s) more." And "one and a half times more" should be 1.5x the original.
