Section 20015 CVC prohibits an officer from determining fault in a "counter" collision investigation report without on-site investigation of physical evidence. The officer taking the report cannot feasibly obtain physical evidence from the scene of the collision, thus preventing him/her from finding someone at fault for the collision.
