到了1954年，因为军方需要一种小口径高炮，阿法纳舍夫就把一度放弃的使用23x152B弹药的方案拿出来，新炮被定名为2A14，自1955年开始由图拉兵工厂投入小批量生产。

ZU-23高炮使用23x152B口徑炮彈，雖然這種口徑的彈藥在二戰時期就有VYa航炮使用，但ZU-23高炮射速更高，自動機動作更加猛烈，所以使用的是底緣加厚的鋼藥筒炮彈，而不是Vya航炮使用的底緣較薄的銅藥筒炮彈，因為彈藥底緣厚度不同，兩種彈藥互不通用。
