With a 50L6 in place of the 35L6, total drop increases to 133 volts. Chances are your line voltage is not that high, and the tubes are running under their nominal ratings.

( one may be underneath) There's nothing to do with any of the capacitors that will cause no voltage on pin three of the 35L6. Either the transformer is bad, or the "red" wire is disconnected.

Assuming 120 VAC line in, that's 88% , or roughly equivalent to running an AA5 on 105VAC instead of 120. No problems there.
