The ADMM-Plus is a platform for ASEAN and its eight Dialogue Partners Australia, China, India, Japan, New Zealand, Republic of Korea, Russia and the United States (collectively referred to as the “Plus Countries”), to strengthen security and defence cooperation for peace, stability, and development in the region.

In consideration of the objectives and principles of the ADMM-Plus, the ADMM+1 and ADMM+3 configurations are found not suitable for the region. Multiple ADMM+1s could lead to a proliferation of meetings with separate agendas.

ADMM-Plus is the only official framework of Defense Ministers' meetings in the Asia-Pacific Region. In addition to the ten countries of ASEAN, eight countries such as Japan, the US and China participate in this framework to promote more practical defense cooperation.
