The measurements of this flag denote it as a regimental ARVN flag. This flag signified the army branch of the Republic of Vietnam Armed Forces, and each regiment in the Army of the Republic of Vietnam would have carried a flag like this.
Insignia of the Army of the Republic of Vietnam - RVNHS
Divisional insignia was worn on the left sleeve, seven cetimeters below the shoulder seam. Regimental, battalion, and company insignia were worn on the pockets, with the right pocket being reserved for the higher level insignia.

Rank flags for one-star through four-star generals in the Army of the Republic of Viet Nam (ARVN). Judging from the photographs I was able to find online, the flags appear to be visually similar to the same rank flags in the US Army, but flipped upside-down with the stars pointing toward the ground. The ARVN and the VNAF had a wide range of flags for their units and various supporting organizations. The war flag was an alternate national flag that could be flown over any military installation. Senior officials had positional flags, that of the president as supreme commander being different from that displayed on non-military occasions.
