BMW R23 250cc OHV. The BMW R 23 was exempt from road tax and did not require a motorcycle licence, rules which had previously applied to motorcycles of less than 200cc and which were changed to 250cc in 1938, prompting BMW to produce the new model which was developed from the 200cc R20.
