Well Bege said "get in FOR NOW", so it sounds just like a quick, time limited solution to come up with a plan. That said, and judging on the looks, it's definetly more defensive. But depending on the weapons used (some big cannon msybe?) and if people are needed to handle the weapons, it can have some offensive ability, too.
