The Law Enforcement Branch coordinates with local, state, and federal law enforcement stakeholders in response to incidents and needs throughout the state of California and beyond, to protect lives and property, build capabilities, and support communities for a resilient California.

On July 1, 2022, the Law Enforcement Mutual Aid (LEMA) Assistance Fund became available to reimburse law enforcement agencies that respond to disasters and emergencies outside their jurisdictions. The fund is $25 million annually.

The State of California Law Enforcement Mutual Aid Plan is issued and revised under the authority of Sections 8550, 8569, 8615 through 8619, and 8668 of the California Government Code, the California Emergency Plan, and the Master Mutual Aid Agreement.

The ultimate goal is to provide practical guidance for California law enforcement agencies in using the SEMS and ICSS organizational framework for efficient and safe response, management, and coordination of major emergencies and disasters.

During major incidents, the LEOC serves as the primary law enforcement information, intelligence, coordination and support center for the State’s Unified Command Group, Cal OES personnel deployed in the field, and local, state, and federal stakeholders.

The Cal OES Response Directorate addresses all types of threats and hazards, ranging from accidents, technological hazards, natural disasters, human-caused incidents, pre-planned events, proactive preparedness measures, and mutual aid coordination.

The Law Enforcement Branch is charged with the responsibility of coordinating state mutual aid for search and rescue in California. In addition, it receives and coordinates interstate requests under the auspices of the National Search and Rescue Plan.

The Law Enforcement Mutual Aid System was established in 1961 and has been used to restore order during emergencies, including civil unrest, and to provide assistance to local agencies during other unusual events or catastrophic disasters.

The LEMA Reimbursement System is a web-based application that will be managed by the California Governor's Office of Emergency Services (Cal OES) and utilized by law enforcement agencies that seek reimbursement of eligible costs through the LEMA Fund.
