2002年1月25日 · Since its establishment in 1982, the MFO has proven to be an effective mechanism of supervision and verification of Israeli and Egyptian military activities on both sides of the common border. The MFO staffs thirteen checkpoints and seventeen observation posts in Sinai and along the Egypt-Israel border.

Since 1982, the Multinational Force and Observers (MFO) has monitored compliance with the security provisions of the Egyptian-Israeli Treaty of Peace. The United States, while not a party to the treaty, contributes 40 percent of the troops and a third of MFO’s annual budget. All personnel in the MFO civilian observer unit (COU) are Americans.

In its July 2004 report (Peacekeeping: Multinational Force and Observers (MFO) Maintaining Accountability, But State Department Oversight Could Be Improved), GAO recommended that State's MFO Advisory Board should monitor and document Bureau of Near Eastern Affairs, U.S. Department of State (NEA) compliance with its oversight guidelines.

MFO currently has 1,685 troops and a civilian workforce of about 108 international and local national staff who manage the organization and its annual budget of $51 million. To manage its operations, the MFO has developed personnel, financial management, budget, and internal control systems.

This study examines the MFO from U.S., Israeli, and Egyptian perspectives and concludes that: Israel's improved security posture should encourage acceptance of a change; Egypt combines a desire for a smaller peacekeeping force with a recent history and propensity for peace; and that there is a need for the U.S. to change its commitment.
