This is so that people who are at very, very high MMR still have decent queue times. So even if you are at the highest possible MMR, you will face people who are far worse than that, simply because they reached the Soft Cap.

The problem with DBD's MMR, is that you have 1 v 4 instead of 4 v 4. In a 4 v 4, the best player on a given side should likely have a fair match against the best player on the opposite side, but destroy the remaining 3. The MMR is averaged and compared, so you have 1900/1800/1600/1500 vs 2000/1800/1600/1400, both avg, 1700.

MMR goes up and down based on kills. If you kill all 4, your mmr goes up. If you kill 2, it stays roughly the same. The more games u lose the easier the survivors will get, and the first few games are gonna suck until it understands what ur skill level is at.
