Students who request consideration for SUNY’s Educational Opportunity Program (EOP) on their application for admission must complete an EOP Financial Eligibility Review screening to determine whether you meet the EOP financial eligibility requirements.

For more than 50 years, the State University of New York’s Arthur O. Eve Educational Opportunity Program (EOP) has helped promising students overcome financial and academic barriers to attend a SUNY college, earn a degree, and achieve their life goals.

Answer all of the questions below to help determine if you qualify for exclusion from the income eligibility guidelines. Are you or your family primarily dependent on public assistance payments from Temporary Assistance to Needy Families (i.e. Family Assistance, Safety Net, cash grants received from public assistance)?

The Educational Opportunity Program (EOP) is a New York State program designed to admit students who do not meet the traditional standards for admissions but have the desire, potential and talent to earn a college degree. Students admitted through EOP must demonstrate both financial and academic disadvantages.

This form is required to complete your freshman application to the Educational Opportunity Program. Please take time to complete all sections carefully and thoroughly. Once you have completed the application, return it to the campus to which you are applying. Application deadline for the 2024-2025 academic year is July 19, 2024.

Use this checklist as your guide to completing your EOP application and submitting your financial aid requirements.

To determine your EOP eligibility you must: Submit your completed forms with required income documentation directly to the Oswego Office of Admissions any time after Oct. 1.
