The Executive Committee of the High Commissioner's Programme (ExCom) meets in Geneva annually to review and approve the agency’s programmes and budget, advise on international protection and discuss a range of other issues with UNHCR and intergovernmental and non-governmental partners.

The Executive Committee (EXCOM) is entrusted with the implementation of the overall guidance set by the Economic Commission for Europe. In between the biennial sessions of the Commission, the Executive Committee acts on behalf of the Commission and is competent on all matters related to ECE activities in conformity with its Terms of Reference.

The ExCom may establish expert groups, subcommittees, panels, thematic advisory groups or task-focused ad hoc working groups, to help execute the work of the Excom in guiding the implementation of the Warsaw International Mechanism, as appropriate, in an advisory role, and that report to the ExCom.
