The EMD F40PH is a four-axle 3,000–3,200 hp (2.2–2.4 MW) B-B diesel-electric locomotive built by General Motors Electro-Motive Division in several variants from 1975 to 1992. Intended for use on Amtrak 's short-haul passenger routes, it became the backbone of Amtrak's diesel fleet after the failure of the EMD SDP40F.

The VIA Rail Canada F40PH-2D were built by the General Motors Diesel Division of London, Ontario. All locomotives still active as of 2006 were refurbished into the GPA-30H Class. When built, VIA's F40PHs were some of the last built, and were some of the most advanced.

The VIA F40PH-2D has a turbocharged EMD 16-cylinder 645 E3, two-stroke, water-cooled diesel engine (prime mover) which develops about 3,000 hp (2.2 MW) at 893 RPM.

While Amtrak began its journey with F40PH diesels nearly a decade ahead of VIA Rail Canada, both passenger carriers would use this four-axle GP40-2 variant as a vital motive power option …

The General Motors F40PH-2D model, which is illustrated in Figure 1-1, is a 3000 horsepower, dieselelectric locomotive intended for passenger service. The locomotive is equipped with a turbocharged 16-cylinder diesel engine that develops 3300 Horsepower at maximum RPM.

Developed by Electro-Motive Division (EMD) for the North American passenger market, the F40PH-2D is based on the GP40-2 freight switcher, sharing the same prime mover but configured with different gear ratios. Passenger units are equipped with Head-End Power (HEP) units to supply electricity to coaches.
