This document establishes a continuity planning framework to assist organizations when considering risk to their essential functions as they create and maintain a viable continuity program.

Continuity Plan – A documented plan that details how an individual organization will ensure it can continue to perform its essential functions during a wide range of events that impact normal operations (Source: FEMA).

This Federal Continuity Directive 1 (FCD-1) implements this requirement by establishing the framework, requirements, and processes to support the development of D/As’ continuity programs and by specifying and defining elements of a continuity plan.

An FCD is a document used to process a change to an assured Engineering design document. Once the FCD is approved by CRL and the Project Manager has instructed the change through a Project Managers Instruction (PMI), it is a valid design document.
