FEMA’s Hazard Mitigation Grant Program provides funding to state, local, tribal and territorial governments so they can develop hazard mitigation plans and rebuild in a way that reduces, or mitigates, future disaster losses in their communities.

FEMA’s Hazard Mitigation Assistance (HMA) programs provide funding for eligible mitigation activities that protect life and property from future disaster damage to build a more resilient nation. FEMA has released the 2024 HMA Program and Policy Guide (HMA Guide).

When a major disaster is declared, Hazard Mitigation Grant Program (HMGP) funding may be available to help homeowners rebuild their homes stronger than they were before the disaster. Mitigation activities help a community to build back better, safer, and stronger in order to reduce the risk of future damage from natural hazards.

The HMGP assists States and communities in implementing long-term hazard mitigation measures following a Presidential disaster declaration. Funds are provided to State, local, or tribal governments, and certain private non-profit organizations who may use the funds to protect public or private property or to purchase repetitive loss structures.

FEMA’s Hazard Mitigation Assistance grant programs provide funding for actions that address risks to and reduce disaster suffering from events like wildfires, drought, extreme heat, hurricanes, earthquakes and flooding.

Grant application means the request to FEMA for HMGP funding, as outlined in § 206.436, by a State or Tribal government that will act as recipient. Grant award means total of Federal and non-Federal contributions to complete the approved scope of work.

FEMA gives Hazard Mitigation Grant Program (HMGP) funding to states to perform long-term hazard reduction after a major disaster. The purpose is to reduce the loss of life and property due to natural disasters. HMGP funds also support reduction and removal of hazards during the immediate recovery from a disaster.

FEMA’s post-disaster Hazard Mitigation Grant Program helps communities create and update hazard mitigation plans, and reconstruct and reduce long-term flood risk to properties through buyouts, enforcing building codes, elevation, building retrofits, and floodproofing.
