The Student Self-Service Portal allows you to print or download Independent Study (IS) Completion Certificates, Student IS Transcripts (for personal or employer use) and Official IS Transcripts (for educational institutions only).

Visit the FEMA Independent Study (IS) Program for a list of courses. These courses offer exceptional opportunities to meet the training requirements for Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM) certification.

FEMA’s Professional Development Series includes seven independent study courses that provide a well-rounded set of fundamentals for emergency management professionals. After successfully completing the required courses, a certificate is automatically issued via email to the email address provided on your last exam submission.

The Professional Development Series includes a series of Emergency Management Institute independent study courses that provide a well-rounded set of fundamentals for those in the emergency management profession. Many emergency managers build on this foundation with additional training, education, and exercises to develop their careers.

When signed into the portal, select the option for “IS Course Certificates”. Click on the course title which is the link to the certificate. Go to Downloads. Reader then click on the “Print” icon (picture of a printer) in the toolbar.

Before beginning the course, take some time to review the course player and screen features. The course player includes a top navigation bar and left menu accessible via the menu icon. Review the parts of the screen below. Select each of the icons to learn more. Outline - View the course outline and navigate to a specific page.

As a City of Fresno Employee, you’re required to complete two Federal Emergency Management Agency (FEMA) independent Study courses through the Emergency Management Institute (EMI), pass an exam and to receive a certificate for each course.
