2024年1月8日 · Considering that red rocket is among the smallest settlements in the game, I rarely use the place to house settlers. I typically opt to make the place up as my own player base to house all my loot and showcase my power armor collection.

Real answer: their pathfinding ability is borked. It works best if you lay down a flat surface like wood floor panels where possible and use double-sets of adjacent stairs to connect directly to the ground level. This is true of any settlement. There are many "roof" type areas of the game where settler AI doesn't quite understand how to navigate.
